Tags pretty much tell the story. They have an inside hook & bar closure with a fake button on the outside to give the pants a finished look. I think the closure is designed to make it easier for the learning child to fasten the more easily. Buttonholes are often tight and make it difficult for young ones.
The inside of the waistband has a wide, slightly stretchy, red & blue logo ribbon (elastic-like) applied for more flexibility - plus fitted into that is a button adjuster to make the waist tighter or looser if needed.
