This is a vintage Athearn TrainMaster locomotive. It is from either the late 80s or the 90s. Although it hasn’t been run in many years, it actually works as you can see from the short video. It is equipped with flywheels which is what makes me think it’s an Atlas model. It is from an old layout of mine that I modeled from the late 80s to the early 00s. 
Please note: due to the age of it, this is “as is” & WYSIWYG. The light on the cab end lights, but not the other. Not sure if it had railings when I bought it, but there aren’t any. The couplers were broken so I removed them. And lastly, as you can hear in the video, it is quite loud. I assume it needs some oiling after so many years of not running.
