1861 QUEEN VICTORIA ROYAL DOCUMENT - and - ROYAL SEAL as is  -   I believe this is to announce the appointment of a counsel to the bar - or its equivalent in 1861. The document is dated 24 years after her assuming the crown in 1837. I dont know if this is vellum or what but the paper is not like paper at all  -  very thick and durable - it has lasted 160 years.
