Does not spin. Does have a small rock when you push down on the handle, nothing concerning. Very very small pit marks across cooking surface from previous rust that should not affect anything. It made the seasoning look splotchy but my guess is it should disappear and fill in with use. This skillet has barely been used and you can still see the original mill marks
