This is a stand for making traditional Japanese kumihimo (braided cords).

The marudai (braiding stand) comes in two types: one where the braid is formed upwards and one where the braid is formed downwards. The downward braiding type is mainly used for flat cords, but it is the most versatile stand as it can braid a variety of items.  You can also use it to create braids typically made with the Kadodai, Ayatakedai, or Takadai.
