Vintage MEIER & FRANK Co RESTAURANT   12" Table COMMERCIAL Crumb Catcher  or Crumb scoop made of Silver Soldered-Made by International Silver company

This was not an item for sale in the retail store because of the way its marked Meier & Frank on the handle....they did not mark retail pieces this way...only marked as ownership of store proper to use in store's business, such as store cafeteria which they had for decades. it was called the GEORGIAN ROOM

In other word this crumb catcher was never for sale unless maybe after restaurant closed.  May have been taken back in the day--Im sure Meier & frank has no use for it  nowadays
