Function: It helped mechanics or drivers contract a split wheel rim so a tire could be removed or installed, and then expand it back into place.

Material: Heavy-duty cast iron with an adjustable threaded screw mechanism and hinged arms.

Usage: The hooks and feet attach to opposite sides of the split rim, and turning the crank or screw pulls the rim inward or pushes it outward.

Mechanism seems to work properly nice condition.
