Rey studied at the École des Beaux-Arts in Paris, then became an architect in the city. He exhibited his work in Paris, London, Vienna, Brussels, Rome and Buenos Aires. He painted landscapes of high mountains, the lakes of the Hautes-Alpes, Italy, the Tyrol, Scotland and England, and landscapes of the Côte d'Azur. He was a prolific artist and also painted seascapes of the North Sea and battleships of the French, English and American fleets.
Rey's works include: Cascines, near Pisa, Cypresses on Lake Como, Evening in Lecco, Terrace at the Villa d'Este, Agay Harbour, Lake and Hospice of St Bernard the Great, Island on Grasmere, Mills in Zaandam and Pines at Lake Sils. He loved the clear light and atmosphere that he found in the mountainous regions and the ocean mists and was able to capture the individual aspects of different countries. He also designed the protestant churches in Brives, Argenteuil, Le Puy, Laon and Turin, among others. He signed his works.
