The stamps are inscribed “Protection Civile” and were canceled in Luxembourg on April 7, 1976 with large commemorative cancellations reading “US Independence Day.”
The cover is unaddressed and also bears a small green label reading “PAR AVION” at the upper left.
This is an interesting international Bicentennial-era cover combining Luxembourg postage, Civil Protection imagery, and a U.S. Independence Day commemorative theme.
