The program runs as two separate 50-card paper checklists. 91TF-1 through 91TF-50 covers the veteran and star side. 91TR-1 through 91TR-50 is rookies only, led off by Fernando Mendoza at 91TR-1 and closing with Dillon Thieneman at 91TR-50.

2026 Topps Flagship Football carries several different 1991-themed card codes, and they get mixed up constantly. The code on the card back is the identifier that matters — match the code, not just the player name.
