The letter is in the Russian language and asking for donations to build a church in the Pskov governance. It was planned that the church will be dedicated to St Olga and built at her legendary birth place. The plan never came to fruition, thwarted by WW1 and the Russian revolution.
The project committee was headed by Olga Constantinovna of Russia and Grand Dutchess Olga Aleksandrovna.
Olga Constantinovna of Russia was Queen of Greece as the wife of King George I. A member of the Romanov dynasty, Olga was the oldest daughter of Grand Duke Constantine Nikolaievich
and his wife, Princess Alexandra of Saxe-Altenburg. She spent her childhood in the Russian Empire, primarily Saint Petersburg, Congress Poland, and the Crimea, and married George in 1867 at the age of sixteen.
Grand Duchess Olga Alexandrovna of Russia was the youngest child of Emperor Alexander III of Russia and younger sister of Emperor Nicholas II.
