1994 Mighty Max Heroes and Villains Collection #2. The Blister is still attached to the card securely and appears factory sealed but the set is conspicuously missing the Max figure. All other figures are in their correct positions. I can’t detect a reseal. There is a production humidity vent below the Max that might have allowed someone to remove him with tweezers while keeping the pack sealed but there is no damage or evidence to support that idea. It might be a factory mistake as well.

Sold as is. Card has light wear and bottom right of blister has a small ding.
