This is an authentic early Ohio state government publication printed during the administration of Governor Robert Lucas (1781–1853), who served as Ohio's twelfth governor from 1832 to 1836 before later becoming the first Territorial Governor of Iowa. This scarce pamphlet transmits the Governor's Special Message to the Ohio General Assembly and contains an extended discussion of constitutional government, the structure and principles of the United States Constitution, federal and state authority, and communications received from other states.
The pamphlet concludes with Governor Robert Lucas's printed signature and dates from the politically significant period immediately preceding the controversies that would culminate in the Ohio-Michigan boundary dispute (the Toledo War).
