They are graded by the price that I paid, quality of eyes, quantity of split eyes, size of the eyes, length of the feathers,  size of the cape (most are the same size) . The eyes that are on the body part come from the birds wing and sometimes the birds' saddle feathers. 

Americans have been able to get pure bred Grey Jungle Fowl (Jungle cocks) since the 1960's. They take 2 years or more to get the nice eyes and 3-4 years for prime eyes. They require heated building in the winter.  They lay 20 eggs a year and maybe get 8 cocks. 

They can be cross bred to a regular chicken but the quality of the eye becomes split and not shiny.

Any split tip feathers can be repaired with wax to pull the fibers together and put a drop of UV glue on the split then hit it with the UV light. Bang and it won't break. I use Sally Hanson nail polish, it's cheap and easy.

If you are creative, use permanent markers to color light eyes, then put UV glue on the top.
