This lovable little clown hound dog had no maker's mark anywhere I could see.  It is made of hard plastic, has a happy face with a real rubber working squeaky nose.  He has a big black circle on his right eye like a clown.  The legs and the head are movable and kept in place by rubber bands through the body which are now weak due to the age of the toy.  I am sure they can be replaced with some knowledge of how to re-thread the rubber bands.  The dog sits and stands on all fours or in as many positions as you can make him.  The floppy ears are made of plastic.  It is overall 12" long and stands 7" high in the sitting position up to its head.  He also has a green plaid handkerchief around his neck.  I have no idea of the age, I am guess somewhere in the 50s or 60s.  I could find no research on line.
