This is a popcorn bucket sold at USJ (Universal Studios Japan), featuring Detective Conan character KID. Kept for storage with the cover and transparent sheet still in place, protecting the contents (no popcorn inside). When you turn it on, it creates a light-up effect that looks like diamonds are inside. Batteries are still usable. There are light blue dots on part of KID’s white cape; the dots appear to be on the area covered by the clear plastic, likely included from the start. Includes bonus stickers of KID and a postcard.
