This mechanical speed controller was removed from a brand new old stock XB factory built Tamiya TL-01 chassis which is why it has the hard plastic cover on it. It comes with the resistor (with screws) and the original on/off switch. The servo rod is also included as is the servo fitting (with screw). 

Nothing else is included, so there are no instructions, box, grease or anything else not shown, to be supplied as shown.
