This is a MÚ Brno Švejk 6" plush toy.  The character is depicted in the uniform of an Austro-Hungarian army soldier.  The character, Švejk (also spelled Schweik), is from the satirical Czech novel The Good Soldier Švejk by Jaroslav Hašek, which tells the story of a bumbling but loyal Czech soldier during World War I.  Figure is a collectible item produced by the Czech company MÚ Brno, known for manufacturing plush toys of various Czech cartoon heroes and characters.  The tag attached to the item has the number "6311" printed on it.
