yes this heating mat works great with a thermostat, the maximum temperature of the mat may kill whatever your trying to keep warm without a thermostat.

My apartment is always so cold, is it safe to put my grown plants on this mat? Such as alocasia, elephant ear and ferns
The mat increases the temperature of the pots about 7-10 degrees warmer than your ambient temperature. It should be fine. Just remember to monitor the plants for dryness.
