This is the rare Non-Glossy version of Jigglypuff No.039, originally distributed via the 1996 CoroCoro Comics "Sugu Wakaru Pokemon Card no Asobikata" (How to Play Pokemon Cards) promotional booklet. The Non-Glossy version is one of the earliest Japanese Pokemon promotional cards ever released, predating the more common Glossy version.
