Another rare, obsolete Lunch Pail goody...rescued from a dusty folder, back when I went through the files of a former regional office!
As you likely know, Ford's 1960s cars got to the dealership via special railroad cars and OTR car haulers. This process involved a tightly controlled trail of important documents.
Arriving at the lot, a manager would acknowledge receipt after examining those documents... which often arrived folded into a long manila envelope, exactly like this one, from 1970.
It would have been used when shipping anything from bulk parts to whole vehicles. In fact, Ford would ship complete rear axle & differential assemblies, direct from Assembly !
