This pre-Morgan dollar was minted in what were still Early American, pre-war and expansion years of later in the 1840s; and at this time of the Mexican War, California was not yet American land and we had no large reserves of silver (except to re-coin Mexican silver 8 Reales and scrap silver). This coin circulated a little, but not heavily, and was apparently set aside and saved in the next two centuries, until deposited in a bank or saved for a collection as Morgan dollars began to arrive in circulation.
