Has never been opened beyond what you see.  15-year-old me bought this in 1999 and I never planned on selling it ever but due to circumstances here it is.   Card has never seen human hands and the certificate of authenticity is still there and in its sealed package.  There is a small scuff on the top of the plastic Pokeball case.  Breaks my heart to sell it and its likely worth more if you have it graded I just don't have the time or $ for that.  My 3 year old and rent must come before my prized collectable...
