This is a handmade pickup winder with speed over 1000 rpm in new condition.  It has a knob to turn on and increase the speed and a rocker switch that you can choose the motor to turn clockwise, off, or counter clockwise.  It has a 5 digit digital counter with a power and reset button.    Comes with a power supply!
