Antique Victorian era silver plate brides stemmed pedestal footed basket with a swivel top.  

This is manufactured by Pairpoint Manufacturing Co and it is quadruple plated. This is #1214 Pat. OCT. 5 1880- see pictures

It has a crimped type edge.  

It does need to be cleaned, as I have not touched it with cleaning other than dusting it down, but it has a great patina just as it is.   

It measures 10.25" in diameter and it is about 7.75" tall with the feet and 14.50" tall with the handle up, 5.25” across the base and weighs 2 lbs. 10 Oz.
