Solid metal. No dents no rot through . Some surface rust on exterior where chrome has peeled off. This is only surface rust which plating shop can sand to smooth finish before plating. If not sure if your local plating shop can handle surface rust, Please check with them before making purchase. Through my experience all bumper shops I’ve ever used were well capable of handling surface rust.
