This cup was part of a series sold at Walt Disney World most likely in the 80s, but definitely pre-90s considering the materials it is made of (hard plastic).  The images are remarkably well intact for being over 30-years-old as well.

The cup is about 5" tall with the hat and 3.75" tall without.  It has a diameter of 3".
