This is Seas of Iron - Rising Sun (Battle Bunker Games, 2014), a naval combat card game where 2-4 players wage war in the Pacific Theatre with American or Japanese aircraft carriers. It is a standalone game, and can also be used as an expansion for the original Seas of Iron. 

It is new and still sealed in shrink wrap.
