The sleeves can be left down or folded up.  The material is cotton spandex. It also has two side pockets.   Measuring laying flat armpit to armpit is approximately 20" measuring from shoulder seam to end of sleeve is approximately 22" and measuring from top shoulder seam to bottom hem is approximately 20 1/2".
