This is a very interesting piece and despite much time on the internet researching, I've had no luck finding anything like it.  The hand and quill pen appear to be copper and the plate appears to be brass.  The "hand" is not tight to the pin unless the pen is at the end of the "writing", however, since it is rivoted at the wrist, I did not attempt to tighten.  There are no maker's marks or metal purity marks.  The piece appears to be handmade.  Found at an estate sale, I have no history on this piece.  Please email with any questions and thank you for looking.
