Vintage British Royal Navy Chief Petty Officer Safety Equipment Rating Patch.  It measures 3.25 inches wide by 4.5 inches long, it was part of a collection and has been glued to a piece of cardboard.  Also has some stains, but still in good condition.  (CC6)
