I got a couple of units from a vendor that was clearing storage, comes with EU charger and an EU instruction booklet.
These were ment to be sold in the EU but there was no demand/did not go up for sale. I am unsure if the retailer simply did not add the charger themselves and instructions or if it is directly from the factory.

Due to the units being in storage at the vendor for years, have opened the box to test the machine and see/check its condition.
Condition is unused/brand new and is fully functional.

Additional note: 
Have kept one for myself and it is possible to run your own games on this from different systems. Installation is an easy 3 step procedure taking 5 minutes.You can choose if you want to start the machine in the original operating system or the custom one at anytime.
