Synopsis:
In this issue, a newly appointed director takes command of Gotham's infamous asylum for the criminally insane, unveiling a radically redesigned facility built like a labyrinth and grounded in controversial behavioral psychology. Touring his most dangerous patients, including a fire-obsessed serial arsonist and a fear-driven cannibalistic killer, he introduces a chillingly composed new intake who marks each of his kills by scarring his own body with a tally-mark, an unsettling debut that would grow into one of Batman's most disturbing recurring adversaries. Launching a landmark new ongoing series and a four-part storyline, the issue also reveals the director's own unsettling personal connection to the asylum's dark legacy, setting up a psychological battle of wills between Batman and the institution meant to contain the city's most dangerous criminals.
