This promotional card was released in connection with Pokémon: The First Movie and is part of the Wizards of the Coast Black Star Promo series. The black star PROMO symbol is visible on the right side of the card.

This card appears to be in Near Mint condition or better, in my opinion. I am not a professional card grader or authenticator.
