This is a Japanese sword hilt (tsuka) believed to date back to the Edo period.

 It features fully integrated components, including the menuki and fuchi. 

The fuchi, in particular, depicts samurai fighting aboard boats, which is highly likely a representation of the famous Battle of Dan-no-ura.
