The cover page to the Illustrated London News of March 6,1869 announcing "Congress has passed a Constitutional Amendment to the following effect - that "no discrimination shall be made in the United States, among the citizens of the United States in the exercise of the elective franchise , or in the right to hold office in any State, on account of race, colour, nativity, property, education, or creed....".
It took another 12 months for the amendment to be ratified - see below
