This is a 2001-S PCGS PR69 5 Clad Proof State Quarters Autographed by Philip N. Diehl, the 35th Director of the United States Mint.  Featuring New York, Rhode Island, Vermont, Kentucky, and North Carolina!!

These are graded and encapsulated, featuring each of the five State flags and is signed by Philip N. Diehl, the 35th Director of the United States Mint.

Unlike the "D" or "P" mint quarters, the "S" mint mark quarters were not made for general circulation, and were only available in the US Government proof sets.  These were minted at the San Francisco (S) US government mint and are made of a copper nickel clad alloy.

Each coin is certified as near-perfect PR69 meaning that it is the most sought-after condition for all fifty coins.  All coins are graded on a 70-point scale, with 70 being absolute perfection.  It is almost impossible to find a complete set of coins like this in matching PR69 condition!
