It is a "Rio" pattern glassware footed dessert glass by Pfaltzgraff. The stamp on it is Libbey Glass, but that's because Pfaltzgraff outsourced a lot of their glassware to be produced by Libbey Glass. This pattern was first produced in 1998, and it is actually still being made today. This glass is in good condition with no chips, cracks, or breaks.
