The document is an original piece of constituency correspondence from 

Rear-Admiral Morgan Giles, who had just been elected as the Conservative Member of Parliament foR Winchester in a May 1964 by-election. 

Morgan Giles' Career: 

Giles was a highly decorated war hero before entering politics. He was awarded the George Medal for bomb disposal in Egypt and a DSO for running guns to Tito’s partisans in Yugoslavia.

Context of the 1964 Letter

This letter captures Giles in his very first months as an MP. He replaced Peter Smithers, the man mentioned in the text, who had resigned to become Secretary General of the Council of Europe.
