Following the October Revolution, the Ukrainian People's Republic (UPR) proclaimed total independence from Russia in January 1918, amidst the Ukrainian-Soviet War, and held elections for the Ukrainian Constituent Assembly. Due to the Bolshevik invasion, chaotic conditions, and inability to vote in occupied regions, the assembly never officially convened
