This is a vintage blue and white Phoenix bird pattern butter pat from Japan.  It measures approximately 3 1/4 inches.  On the front, the blue paint is missing along the edge in places - not sure if it is worn off or is a manufacturing flaw.  There is also a missing area of paint near the edge.  On the back, there are a few ripples in the finish, some blue discoloration marks, and some worn spots along the rim.
