Actual mirrors are as clean as they will come and are compromised with an algae or mold of some sorts.  

One mirror has some chips/cracking around the edge.  

Adjustments are stiff.  

We believe the number on the back to be in a crayon of some sorts, and quite possibly the original purchase price of $3.95.
