Based on my  research, I have found that these are Johillco - John Hill Company

"Highland Brigade" series produced in England primarily between 1945 and 1960

12-piece set includes a mix of roles—standing and kneeling infantry, a bagpipe player, and a specialized medical team—which makes for a complete tactical display

The green kilt and red tunic with cross-belts represent the 42nd Royal Highland Regiment, famously known as the

Black Watch.
