Good antique condition it’s stable enough to be displayed, but I would say not worn because there are splits in the skirt and then under one arm, which is not shown there are a few splits as well. These look to be the original buttons

the front of the dress I don’t see anything splitting it’s just in the back. This looks like for maybe a 10 year-old bust flat across 13 1/2 low waist 16 1/2 total length 33.
