The Special Forces of the Ministry of Internal Affairs of Ukraine were created after the declaration of independence in 1991 as the legal successor to the Soviet special units of the internal troops. Its main task was to ensure public order, combat organized crime, and conduct special operations in emergency situations. Special forces units were subordinate to the Ministry of Internal Affairs and operated as part of the internal troops or the police.
In the 1990s, the Special Forces of the Ministry of Internal Affairs were formed on the basis of Soviet structures such as the OMON, but gradually acquired their own characteristics. Units appeared in Ukraine that specialized in various types of operations — from the protection of strategic facilities to assault operations against armed criminals. The fighters underwent rigorous physical, tactical, and fire training, and were trained to operate in urban, forest, or building conditions.
During political and social crises, the Special Forces were involved in the protection of government buildings, the suppression of mass riots, and anti-terrorist operations. In 2014–2015, some of the units were disbanded or reorganized.
Thus, the special forces of the Ministry of Internal Affairs of Ukraine in 1991–2015 were an important component of the state's internal security system, combining the functions of a combat unit and rapid response forces.
