The item is new and has been tested as it is not retail packaged. I please see the last picture To make it work plug into a usb 3 port with a hdtv cable plugged into the tv (not included) , a window will open on the laptop and install MSdisplay application from this. When asked restart the laptop and leave it to fully finish off. The tv screen will flash on and off a few times while it is installing. The tv must be on the correct hd channel
