I have a Butterick pattern #6998 that features pants and shorts with a partial elastic waist. The package includes instructions and patterns to make the following:

• Shorts or pants, semi-fitted through hip, sit 1" below waist, have partial elastic waist, fly front zipper with button closure, side front pockets with flaps and stitched hems.

This is a misses' sizes 18, 20, 22, 24 and 26, and it is an uncut, factory folded pattern.
