This is a hand-painted Butterfly ceramic Mardi Gras masquerade mask from New Orleans, signed by the artist “Van” "New Orleans" 

•  Design & Features: Vibrant hand-painted motif with yellow glittery butterfly wings, a central green glittery "body" background blue and white, bold red lips, and white base face. Eye holes are asymmetrical/irregular, adding whimsy. Multi-color ribbons (purple, red) attached for tying.
•  Material: Glazed ceramic or bisque-fired pottery (smooth, shiny finish typical of handcrafted New Orleans souvenirs; lightweight but sturdy).
•  Size: Approx. 4" (h) x 3.5" (w) 
The mask is in excellent vintage condition no chips/cracks, paint/glitter intact, bright and clear.
