This is a Japanese natural finishing whetstone from Tsukinowa in Kyoto.

Tsukinowa whetstones are mined in the mountains of Atago in Kyoto, within the grounds of Tsukinowa Temple.
These stones are known for combining characteristics of both eastern and western Kyoto stones and are valued for fine finishing.

This stone is medium hard and suitable for finishing Japanese kitchen knives and sword blades.

Condition:
Near unused condition.

The stone was photographed while wet to show the surface clearly.

Please note that during test sharpening, the stamp on the stone may become lighter or disappear.

As this is a natural stone, natural lines or patterns may be present.
