Budgie Toys #15 Austin A95 Westminster Countryman.

This is a Budgie Toys #15 made in England in 1960s. The scale is roughly 1/66 scale. The variation has black plastic wheels and true orange color and more common type base. You can compare with the more reddish variation in last side to side photos, this one it the one on the left. 

The toys are all original, complete and in very good condition.
